There's always multiple ways of doing the same thing within a software application. It's up to you to decide which method works best for you. This tutorial will teach you three different methods to link to files within Dreamweaver.
Before learning how to link to files, let's start with learning how to select the text or image you want to be linked. It's actually quite simple and there are three ways of doing this as well!
With your mouse, you can highlight the text you want selected by clicking and dragging across the word, phrase, paragraph, list item, etc.

The second method is to double click on a word to highlight the word. The third method is If you triple click, it will highlight the whole phrase or paragraph, depending on what you're working with.

For images, you can just click on the image and the image will be surrounded by a border when it's selected.
Now that we know how to select the text or images we want to link, let's move onto learning how to actually link them to files.
Make sure the Properties panel is visible. Go to Windows > Properties and make sure it's checked. Now select a word, phrase, paragraph, list item, etc and within the Properties panel, type in the file's location into the "Link" field:
The second way of doing this is by clicking on the folder icon and browsing for the file you want to link to:
The final option you have for linking to files is by using a special "Point to file" option. Make sure the Files panel is visible. Go to Window > Files and make sure it's checked. See the little icon next to the folder icon. You can click on this, drag it to the Files panel, and point it to the file you want to link to:
